Inline adoc files when they are included exactly once. Also fix language tags because this inlining gives us better information on what language the code is written in.

Because of the way it's architected, Internet Explorer has hard limits on the size and complexity of the stylesheets it can support. Each sheet may only contain up to 4095 selectors. Anything beyond those limits won't be supported.
