When an include is not surrounded by empty lines, its content is inlined on the same line as the adjacent content. That can lead to broken tags and other display issues. This PR fixes all such includes and introduces a validation step that forbids introducing the same problem again.

== Why is this an issue?
When a function is designed to return an invariant value, it may be poor design, but it shouldn't adversely affect the outcome of your program. However, when it happens on all paths through the logic, it is likely a mistake.
This rule raises an issue when a function contains several ``++return++`` statements that all return the same value.

=== Noncompliant code example

[source,javascript]

let b = 12;
if (a) {
return b;
}
return b;
}
