Inline adoc files when they are included exactly once. Also fix language tags because this inlining gives us better information on what language the code is written in.

I'm seeing RSPEC-942, which has the same digits as the previously-linked ticket and a similar topic to this one. But 942 doesn't cite the MISRA references this one has.
